SetTimeout - Does It Reset When The Mouse Is Moved?

How does setTimeout work? If the user moves the mouse or types some text
into a form, does it reset the timer? Or does it start running when first
triggered and simply timeout after that amount of time?
For example, if the timeout is set to 5 minutes and after 4.5 mins, the user
moves the mouse over the screen, does the timer reset to 5 mins or will it
still timeout after another 30 seconds?
How would I create and IF .. ELSE statement using the following check: the LMB needs to be pushed down while the mouse moves up? I assume that mouseup() and mousemove() need to be used. but putting them in an IF conditional I am not sure about... not sure how to make the check to ensure both are true.
I have a pop-up menu; one of those where you scroll over the menu, and a submenu pops up beneath it. Everything's running smoothly on every browser I've tested with, except for one problem on every browser: the "clearing" of the menu.
The menu itself is being called by: onMouseOver="menu(1)" onMouseOut="clearIt()"
function menu(x) let's "x" refer to a predefined array, which determines which menu to pop up. That menu is stored in a variable, showMenu. If x==0, then it changes showMenu to a whitespace, thus "clearing" the submenu altogether.
clearIt() is a simple function, pasted here: function clearIt() { setTimeout("menu(Ɔ')", 7000) }
The idea is that the menu will disappear after 7 seconds. The problem I'm having, though, is that the 7 seconds starts after the first onMouseOut, and doesn't restart when the visitor mouses over the second button. So, if I look at the first submenu for 6 seconds, then when I go to the second button the menu only stays open for 1 second, instead of starting the timer over.

I thought this would be simple, but I can't seem to figure out how to target the text that the user types into an input field before he/she decides to "reset" and start over.
I'm thinking that my problem is that I can't find the correct syntax for my line: $('input.firstname').value('')

I want to detect when the window is moved, in order to trigger something. I have managed to get the current X and Y coordinates, but other than checking periodically for changed coordinates, is there a way to do this? I want to be able to trigger the code pretty instantly when the window is moved. Probably not possible without checking every half a second - this would be too cpu intensive right?
I'm using jquery-1.4.2 with PHP. I have a grid of records with a link to a form i'd like to use to edit the row with. The form is built using php, and works as expected when called just using a regular html link.

I have the following function that's supposed to say "Please make a guess" 20 seconds after an initial confirmation is displayed. However, it's immediately displayed as soon as someone hits "Cancel". If I change it's time to 40000 (20 seconds after the initial function is called), it does do it 40 seconds total, so it kind of does what I want. So it seems that the second setTimeout is initiated from the time the script is called generally, but I'm looking for a way specifically to have the 20 seconds start only after the "cancel" button is hit.
In PS you press CTRL+T on new layer. 9 handles appears an then you can stretch/rotate/move that layer. Looking just for that stretch & rotate functionality with dotted/dashed retangle outline. That is, there should be 8 handles on rectangle boundarys and then rectangle should be rotated & stretched via those points. & moved via nineth center point.

I am finishing up my website, right now I am using Flexcroll for the scrollbar in my main content window. Problem is, I want people to be able to use the mouse wheel to scroll that content window regardless of the mouse position.

I've got to have a typo somewhere, but i can't seem to find it. I need a new pair of eyes to point it out for me. background: trying to code a mouseover link for a nav bar. everything is working( hyperlink, normal image shows up) but when i mouse over the image swap doesn't happen.

I have done a little work on a simple script to change images on mouse over and on mouse off. It was meant to be a very simple one but it is not working and I am not quite sure why.

And I have attached them too, they are very small files. Can't quite understand what I got wrong and when I hover on the images they don't change.
I have a site at: [URL] If you notice at the bottom, you'll see PREV :: NEXT navigation links. When you mouse over them, the mouse icon turns to a Cursor. Does anyone know how I can revert this back to a regular mouse "hand" icon for better usability purposes? The cursor is not intuitive, imho.
