Pass The Value Of Dropdown To A Function And Enable Another Dropdown

I have 4 strands of hair left... I have been fighting with this one for almost a week now. I'm trying to pass the value of this dropdown to a function and enable another dropdown(and in the future create the populated dropdown based on this choice). If the original 'Select...' option is chosen it will then hide that second dropdown. In the following code the function actually resides in a js file which has been imported and is working properly. I have tried this as text and as value and both seem to be passing a null value regardless of the option selected.
I have a dropdown named Country. ID is also Country.Now i have this function.

only this is working when i am directly writing the id of the dropdown like this.var value = $('#Country option:eq(' + i + ')').val(); // this works i am not able to pass the id to the function.neither can i store it in any variable and use the variable in the expression. i tried writing the id inside { }. dint work.
Unable to scroll down an ajax dropdown box in IE. as doing so causes the dropdown box to hide.
I have been told that I need to have a different DOCTYPE but using a 'scrict' doctype causes the menu to scroll downwards with each item on its own line and not across the top of the page.

oh, i have previously been told that I should use Jquery for this and the other functions on the page but I tried this at the first stages of setting the page up and it failed to work correctly.
I have searched and found lots on enabling/disabling form inputs, but nothing that matches my needs.
I have a form with a dropdown with values 0-4. If value 0 is selected I want the checkboxes to be disabled. If value 1-4 is selected I want the checkboxes to be enabled.

I just needed a simple dropdown. So what better solution than jquery right? Well, when I finished it, I tested it out and it works until you try to click a link in the dropdown. It then disappears. Not sure if theres something overlaying throwing it off but I didn't see anything in firebug.

I am using a script so that a url selected from a dropdown is given control using the window.location method. This depends on the onsbumit definition attached to the action statement. All that works well. However, I have other checkboxes etc. on the form, and their values are no longer submitted when I used this onsubmit function. Is there a way I can get them to work... I'm having some difficulty preventing a function from executing. Here's a scenario: I have a drop down list that has a sub menu. When you "mouseover" the menu heading, the sub menu expand and when you "mouseout" the menu heading, the submenu collapse. I also add "mouseover" and "mouseout" listeners to the sub menu. My trouble is how do I prevent the drop down list from collapsing so that I can get to the sub menu. And only collapse when there is a "mouseout" on both the menu heading and the sub menu? How do I prevent a function from executing, from inside another function?
I have quite a few calls on my page at different points to populate dropdowns using jSon responses from the server. It is all working fine now apart from one issue. The name of the field that sets the value and text of the new Option(s) being put into the dropdown.
Using the same code, I alter the $("#ipselect").msDropDown(); to a bogus ID such as ipselect1. The jquery dropdown select is gone, and the default select box is viewable. When I click one of the options, the click function processes with no issues. Is it not possible to use the click function with the dropdown select code? I think the image dropdown code was posted on the jquery site as a tutorial.

I need the input field to be disabled unless DOA is selected in the select form element. I've started on page load with document.form1.doadate.disabled=true.
