commas as a number's "decimal point"? e.g. [1,1, 2,2 , 3,3] is now a 6

I am trying to build a track previewer in html5/javascript which will eventually replace our current one written in flash (which lags terribly on large tracks)
I am stuck on 1 thing though, With the larger tracks there are up to thousands of lines that are drawn using lineTo() moveTo() etc. And when i move using the arrow keys, It requires the javascript to reload the track, and parse every single line again, Causing the screen to turn white whilst it does so.
Is there a way i can use a similar method to the way it has been done in the flash version, where it is in a movieclip, which then instead of moving each line, it moves the movieclip instead.

Ex, if I put in the number 100, it automatically knows to issue/ put Moderate with out me having to type it. I semi wrote a code .. Yet can't seem to know how to execute. Seeing if Maybe I can get some assistance.

I'm about to build a custom CMS using PHP, but I was hoping to add text formatting (bold, italic and maybe inline links) to a textarea in a secure admin section.
I was wondering whether it's possible to use Javascript to allow the user to highlight some text and click a button which will cause the script to write the appropriate HTML tags into the textarea.
By the way, I'm new to Javascript so be gentle.
Is it possible to have text formatting inside textareas? I mean, can you show parts of text in a textarea as bold, italic, underlined, or such? If so, how's that work?
